Huilai county is located at the coastal region of eastern Guangdong province, with the sea areas of 1328.6 square kilometers and the coastline of 111.53 kilometers. Huilai county is currently maintaining three fishery harbors, namely, Shenquan harbor, Jinghai harbor and Zishen harbor. There are 741 fishery vessels are included into the grid management system.

The county administration has implemented oceanic grid management system for all fishing vessels of Huilai county, while increasing coordination with fishermen and the overall efficiency.

 

By applying harbor patrol, offshore patrol and vessel navigation monitoring and other methods, the harbor administration is able to execute regular patrol missions to harbors, sea and major fish farms.

 

 

Oceanic Surveillance Networks

 

It has always been a pressing concern on how to protect fishery vessels on the vast, unpredictable ocean. But how to achieve a real-time monitoring on the arrival and departure of fish vessels and dynamics of the sea?

 

 

Huilai oceanic law enforcement branch implements the grid management system to ensure the smooth coordination between offshore fishery enforcement crews and onshore command centers. The system executes 24-hour surveillance on fishing vessels, harbors, offshore operation areas, berthing space, plus other methods like boarding inspection and Beidou Navigation Satellite System, to guarantee that every vessel is under the control of surveillance grid. The system will also sends vessel owners the weather updates, wind force scale and emergency alarm via SMS and Beidou system, which can significantly reduce the risk of major accidence and forming a protective shield to safeguard the sea of Huilai county.
